Information of JSC “Sary-Arka Airport” for the First Half of 2026

Presented to consumers and other interested parties in accordance with the Rules for the Activities of Natural Monopoly Entities, approved by Order No. 256 of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated 30 April 2019.

 

 

 

 

 

 

 

1) On the Implementation of the Approved Investment Program

 

The tariff for the regulated service “Provision of Aircraft Parking Space at the Base Airport” was approved by Order No. 449 of the Civil Aviation Committee of the Republic of Kazakhstan dated 4 December 2020. No investment program has been established for this regulated service.

 

2) On the Item-by-Item Implementation of the Approved Tariff Estimate

 

In accordance with the Rules for the Activities of Natural Monopoly Entities, approved by Order No. 256 of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated 30 April 2019, JSC “Sary-Arka Airport” annually submits to the authorized body a report on the implementation of the approved tariff estimate for the previous calendar year, broken down by each type of regulated service (goods and works).

 

3) On Compliance with the Quality and Reliability Indicators of Regulated Services

 

In accordance with Subparagraph 25 of Article 4 of the Law of the Republic of Kazakhstan “On Natural Monopolies” No. 204-VI dated 27 December 2018, the requirement to comply with and approve the quality and reliability indicators of regulated services applies to natural monopoly entities providing regulated services under tariffs approved in accordance with the incentive-based tariff-setting method.

 

4) On the Achievement of the Performance Indicators of the Natural Monopoly Entity

 

In accordance with Subparagraph 25 of Article 4 of the Law of the Republic of Kazakhstan “On Natural Monopolies” No. 204-VI dated 27 December 2018, the requirement to achieve the performance indicators of natural monopoly entities applies to entities providing regulated services under tariffs approved in accordance with the incentive-based tariff-setting method.

Activities Carried Out with Consumers of Regulated Services (Goods and Works)

Activities aimed at consumers of regulated services are divided into two categories: work with existing customers and work with potential customers (prospective clients).

 

Work with existing customers includes round-the-clock information support for airlines (commercial information, assistance to flight crews, urgent requests, etc.), as well as negotiations with key customers. Meetings are regularly held with airline representatives to discuss current cooperation and to present proposals for its further development. In addition, airlines periodically conduct inspections of the airport’s technical and operational facilities. Such inspections are particularly important prior to the commencement of each new navigation season (spring–summer and autumn–winter).

 

Customer acquisition activities include daily communication with potential consumers of regulated services, including the preparation and discussion of commercial offers, distribution of newsletters, and the provision of information support similar to that provided to existing customers. Meetings with airline representatives are also held on a regular basis to present the airport’s technical capabilities and commercial opportunities. To provide a more comprehensive understanding of the airport’s infrastructure and services, airline representatives are invited to conduct technical audits of the airport.

 

In addition to direct engagement with potential customers, JSC “Sary-Arka Airport” promotes its services through international industry-specific print and online publications, as well as via social media platforms, including Instagram, LinkedIn, and Facebook. The Airport also participates in major international aviation conferences and forums, which serve as platforms for negotiations with prospective customers and for establishing contacts with airline management and route network planning specialists.

 

The summary of activities carried out with consumers during the first half of 2026 is presented below.

 

During the first half of 2026, Karaganda Airport attracted several cargo airlines, including European Cargo, Galistair, ASL Belgium Airlines, One Air, and Fly Meta. These airlines operate scheduled commercial cargo flights to and from Karaganda Airport, transporting various categories of import and export cargo.

 

In 2026, the Airport, in cooperation with Karagandy Technical Center LLP, secured long-term customers engaged in the transportation of live cargo (cattle) from Europe to Kazakhstan. This cooperation has resulted in the establishment of regular livestock transportation operations through Karaganda Airport. In 2026, the programme of regular subsidized flights continued to operate on the following routes: Karaganda–Semey, Karaganda–Uralsk, and Karaganda–Aktau, with services operated by SCAT Airlines twice a week.

 

Another significant development was the launch of a scheduled passenger service on the Karaganda–Novosibirsk route, operated by S7 Airlines.

 

Overall, in 2026, the Airport’s principal partners in the cargo segment included European Cargo, Galistair, ASL Belgium Airlines, One Air, Fly Meta, Silk Way Airlines, SF Airlines, Camex Airlines, Atlas Air, MNG Airlines, GeoSky, and Terra Avia.

 

During the 2026 reporting period, the Airport actively participated in major international industry events, contributing to increased brand recognition and strengthening its position in the global logistics market. In particular, the Airport was represented at Air Cargo China 2026, held in Shanghai, China, where it promoted its cargo handling capabilities and transit potential. Participation in the exhibition provided an opportunity to present the Airport as a modern logistics hub, establish new business relationships, and increase interest among international partners and airlines.

 

Throughout the first half of 2026, the Airport also continued to strengthen its presence on social media. Systematic efforts were made to maintain and develop the Airport’s official social media accounts, as well as to create informative and visual content aimed at keeping passengers and local residents informed. As a result, the Airport recorded growth in the number of followers and increased public and passenger engagement.

 

At the end of the first half of 2026, an increase in the number of contractual partners was also recorded, reflecting the expansion of the Airport’s business network and the growing confidence of its business partners.

Development Plans

 

The strategic development priorities of JSC “Sary-Arka Airport” include the following:

 

Further development of the Airport as both a passenger and cargo hub.
Launch of new international routes connecting Karaganda with major hub airports in other countries and regional airports in the Russian Federation.
Launch of an international route between Karaganda and Urumqi (China).
Expansion of the Airport’s cargo operations.
Compliance with international aviation safety standards.
 

Strengthening the Regional Economy

 

The Airport’s development is expected to contribute to the regional economy through:

 

The creation of new jobs and the development of small and medium-sized businesses, including the hospitality, logistics, and service sectors.
Improved transport accessibility of the region, encouraging further investment.
 

Quality of Regulated Services

 

The regulated service “Provision of Aircraft Parking Space at the Base Airport” is provided by the Aerodrome Service, which is one of the principal operational units of the civil aviation system. The Aerodrome Service is responsible for preparing and maintaining the airfield, determining the operational readiness of the aerodrome based on runway conditions, and coordinating the response to aircraft accidents and emergency situations.

 

The Aerodrome Service of JSC “Sary-Arka Airport” is a structural subdivision of the Airport and performs its functions in accordance with the decrees of the President of the Republic of Kazakhstan, resolutions of the Government of the Republic of Kazakhstan, regulatory documents of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan, and other applicable legal and regulatory acts. The principal regulations governing its activities include the Rules for Aerodrome Support in Civil Aviation, approved by Order No. 978 of the Acting Minister for Investment and Development of the Republic of Kazakhstan dated 7 October 2015, and the Airworthiness Standards for Civil Aviation Aerodromes (Heliports), approved by Order No. 381 of the Minister for Investment and Development of the Republic of Kazakhstan dated 31 March 2015.

 

The quality of the regulated services provided is primarily determined by the level of safety ensured during the handling of aircraft and passengers. These services are governed by the decrees of the President of the Republic of Kazakhstan, resolutions of the Government, the laws of the Republic of Kazakhstan, regulatory documents issued by the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan, as well as all other applicable legal and regulatory acts governing airport operations.

Report on the provision of regulated services "Ensuring take-off and landing of an aircraft", "Ensuring aviation security" in domestic areas. This report for 2024 is being conducted by Sary-Arka Airport Joint Stock Company in accordance with the Rules of Operation of Natural Monopolies approved by Order No. 256 of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated April 30, 2019.

1) on the implementation of the approved investment program 

In accordance with the letter of approval of the State Institution "Management of Passenger Transport and Highways", ex.  No. 5-17/10L-K-46 dated 02/26/2020, the Airport agreed to exclude investment program activities, in accordance with clause 14, clause 2 of the "Rules for Approving Investment Programs (Projects) of Natural Monopoly Entities and their adjustments, as well as analyzing information on their implementation", approved by the Order of the Minister of National Economy of the Republic of Kazakhstan Dated December 30, 2014, No. 194. clause 14) The subject, in agreement with the state body, has the right to change or exclude activities of the investment program (project) that were not taken into account when approving tariffs (prices, fee rates) or their maximum levels.  According to paragraph 10 of Article 4 of the Law of the Republic of Kazakhstan dated December 27, 2018 No. 204-VI SAM "On Natural Monopolies", the airport in 2024 was a low-capacity airport, investment programs are not provided.

2) on the article-by-article execution of the approved tariff estimate 

In accordance with the Rules for the Conduct of Activities by Natural Monopoly Entities, approved by Order No. 256 of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated April 30, 2019, Sary-Arka Airport JSC annually submits to the authorized body a report on the implementation of the approved tariff estimates for the previous calendar year in the context of each type of regulated services (goods, works).

3) compliance with the quality and reliability indicators of regulated services

In accordance with paragraph 25 of Article 4 of the Law "On Natural Monopolies" of the Republic of Kazakhstan dated December 27, 2018 No. 204-VI, compliance and approval of indicators of quality and reliability of regulated services is applicable to subjects of natural monopolies operating regulated services at tariffs approved in accordance with the incentive method of tariff formation.

4) on the achievement of performance indicators of the natural environment entity 

In accordance with paragraph 25 of Article 4 of the Law "On Natural Monopolies" of the Republic of Kazakhstan dated December 27, 2018 No. 204-VI, the achievement of performance indicators of natural monopoly entities is applicable to natural monopoly entities operating regulated services at tariffs approved in accordance with the incentive method of tariff formation.

Working with consumers of regulated services is divided into 2 types: working with existing consumers and working with potential consumers (attracted customers).

Working with existing customers consists of round-the-clock information support for airlines (commercial information, work with crews, urgent requests, etc.), as well as negotiating with large customers. For this purpose, meetings are held with representatives of airlines, and proposals for further cooperation are formed and made. Customers periodically inspect various technical (production) facilities at the airport. This is especially true before the start of each next navigation season (spring-summer navigation, autumn-winter navigation). 

The work of attracting customers (airlines) includes daily contacts with potential consumers of regulated services (providing commercial offers and discussing them, sending out news, as well as information support, as is the case with existing customers). In addition, meetings with airline representatives are actively held to present the airport's technical and commercial capabilities. For a deeper familiarization with the airport, airline representatives are involved in conducting a technical audit of the airport.

In addition to direct work with potential consumers, Sary-Arka Airport JSC and its services, including regulated ones, are advertised in international industry print and electronic publications. Sary-Arka Airport JSC participates in major international industry conferences and forums. The venues of these events are used for negotiations with newly attracted clients and establishing contacts with their management, specialists responsible for planning the airline route network.

The following is a summary of the results of working with consumers of regulated services (airlines) in 2024.:

● In 2024, compared to 2023, there was an increase in passenger traffic from 291,059 to 377,942 passengers. This growth is due to an increase in the number of flights operated by FlyArystan Airlines, which offers passengers flights to destinations such as Almaty-Karaganda-Almaty and the international flight Karaganda-Antalya-Karaganda. 

●             Increased frequency of flights by Aeroflot on the Karaganda-Moscow-Karaganda route (Monday, Tuesday, Thursday, Saturday)

● In 2024, there was an increase in the number of cargo flights compared to previous years. In 2024, there were absolutely 908 cargo flights, compared to 494 flights in 2023.

●             Over the past year, airlines such as Beijing Capital Airlines have been involved with an average frequency of 2-3 flights per week, starting in June, this airline makes technical stops for refueling at Karaganda Airport.

● The American cargo airline Atlas Air was involved with an average frequency of 1-2 flights per week. These flights were carried out for the purpose of delivering floral products, the average tonnage is 30-40 tons. Despite restrictions on the import of floral products into Kazakhstan and further shipment to the Russian Federation (which in turn accounted for most of the cargo shipments to Sary-Arka Airport), the number of cargo flights in 2024 increased by 83.7% compared to 2023.      

● In 2024, the Airport's main partners in the field of cargo flights were such airlines as: Silk Way Airlines; SF Airlines; Camex Airlines; Atlas Air; MNG Airlines; GeoSky; Terra Avia.

●             Participated in the regional forum on air transportation and logistics: TIACA – (Astana, Kazakhstan).

         In 2024, inspectors of the Aviation Security Service identified 488 cases of attempts to transport prohibited items and substances on board aircraft. In 2024

66 stabbing and cutting objects were found in the passengers' hand luggage and seized.

Promising development vectors for JSC Sary-Arka Airport are:

1. Development of the airport as a passenger and cargo hub.

2. Opening of new international flights connecting Karaganda with hub airports of other countries and regional airports of the Russian Federation.

3. Opening of an international flight from Karaganda-Istanbul-Karaganda operated by FlyArystan Airline.

4. Expansion of the cargo program.

5. Compliance with international standards for ensuring flight safety.

In 2025, major repairs of the runway, asphalting of the 4000m2 apron, repair of the 3000m2 concrete runway, overhaul of the 31 TP-3 -TP-2 feeder, purchase of a marking machine, bioacoustic installation, ASDA 100 kW diesel generator, AMS-1 remote control, etc. are planned for the aircraft take-off and landing service.
It is planned to purchase the Aviation Security service in 2025.:

- arched metal detector;
- rotary cameras (PTZ) video surveillance;
- video surveillance servers;
- ACS (access control and management systems).
Quality of regulated services provided
The provision of the "Aircraft take-off and landing support" service is carried out:
- The airfield Service, which is one of the main civil aviation services and is responsible for preparing the airfield and making a decision on the suitability of the airfield for flights based on the condition of the runway.

- The Flight Electrical and Lighting Support Service, which is responsible for flight lighting and maintenance of the airfield's lighting system. 

- The production and dispatch service of the enterprise, which provides operational management of the production activities of airport services and ensures flight plans, flight regularity, timely and accurate information from airport services and passengers on aircraft planning, maintenance and movement.

- The Flight Search and Rescue Support Service, which carries out activities to prevent and eliminate the consequences of aviation accidents and emergencies.

These services of Sary-Arka Airport JSC are its structural divisions and carry out their activities in accordance with the decrees of the President of the Republic of Kazakhstan, resolutions of the Government of the Republic and the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan, as well as a number of regulatory acts, the most important of which are the "Rules of Airfield maintenance in Civil Aviation", approved by OrderOh. Minister of Investment and Development of the Republic of Kazakhstan dated October 7, 2015 No. 978, "Rules of emergency rescue operations at airports of the Republic of Kazakhstan", "Rules of preventive maintenance on fire safety and elimination of consequences of fires in air transport", "Rules of fire safety in Civil Aviation of the Republic of Kazakhstan", "Standards of serviceability airfields (heliports) of civil aviation". In 2024, a partial overhaul of the IVPP was carried out, a KAMAZ 43118-3027-50 car was purchased, an APD 275A diesel generator set for TP-4 was purchased, a diesel-electric unit reserving the power supply of the transformer substation, from which the lighting equipment is powered, are automated to the second or third degree. The lighting equipment systems of airfields are designed to ensure the approach, landing, take-off and taxiing of aircraft at night, as well as in conditions of limited visibility, flight inspection of the lighting equipment system is carried out annually. 

The provision of the Aviation Security service is carried out by the Aviation Security Service of Sary-Arka Airport JSC, which carries out measures to protect the airport from acts of unlawful interference, including:

· screening of passengers, hand luggage, baggage, and crew members of civil aviation aircraft;

· provision of access and on-site modes at the airport;

· Pre-flight inspection of aircraft, cargo, mail and on-board food;

· Maintaining the readiness of airport forces and facilities to act to prevent acts of illegal interference;

· aircraft security in parking lots, eliminating the possibility of unauthorized persons entering the aircraft;

· exclusion of the possibility of illegal transportation of weapons, ammunition, explosives, radioactive, toxic, flammable objects and substances prohibited for transportation by air;

· the introduction of special precautions when transporting weapons and ammunition, ensuring their transportation in baggage in a discharged state, in compartments isolated from passengers of the aircraft;

· protection of aviation fuel facilities;

· Coordination of the activities of the aviation security services of operators in the airport area.

In 2024, dome, network, outdoor video cameras, video recorders, access controllers for S2000-2 readers, etc. were purchased.

The activities of the aviation security Service are based on the Constitution and laws of the Republic of Kazakhstan, on regulatory legal acts regulating aviation security, as well as standards and recommendations of the International Civil Aviation Organization (ICAO), decrees and resolutions of the Aviation Security Department of JSC Aviation Administration of Kazakhstan.

The quality of regulated services provided consists mainly of safety in the maintenance of aircraft and passengers, is regulated by Government resolutions and Presidential Decrees, laws of the Republic of Kazakhstan, regulatory documents of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan, as well as all regulatory legal acts regulating the activities of airport services.
